Elect a Chair/Co-Chair:
- Chair: Mason Andersen volunteered, Kaitlyn Call seconded, and group approved.
- Co-Chair: Kaitlyn Call volunteered, several members seconded, and group approved.
Rules of Order and Procedure:
- Discussion and approval
- Kathy Christiansen will review these rules next month when she is able to attend the meeting.
Other:
- What concerns do parents have?
- New school boundaries for year 2026-27 – discussion. Birch Creek is the second largest elementary school in the district currently. School will reduce to about 70% of their current capacity for next year. We are at capacity for classrooms this year. Currently we are using FTE money to fund aids who support grade level students and curriculum.
- Could the boundary changes affect our Title One funding next year? We will wait to see our eligibility.
- Teachers were surveyed for top three preferences for grade level and location for next year. New schools are on schedule for building completion.
- Amy McNeil will be the new Hyde Park Elementary school principal next year. Other principal changes will be determined in the next few months. Staff will be notified by January 2026 of their new assignments.
- Beginning of Year testing scores will be uploaded to PowerSchool when all schools are finished testing. Data may also be shared at Parent Teacher Conferences next week.

The District Council Training will be on October 7th from 4:30-5:30 pm, and is a virtual meeting. The next in person meeting will be held October 28, 2025.

Welcome:
Reading and Approval of September Minutes:
- Minutes were read, a motion was made to approve, then seconded, then the committee voted unanimously to approve the minutes.
Safe Schools Routes:
- A new crosswalk has been added from the south “exit” of the circle drive across the street to the church. There is a marker in the center of the road and crosswalk to raise awareness. This has helped the flow of people walking across the street if they park at the church to pick-up their students. The other current routes are sufficient and are working well.
Discussion and Approval of “Rules of Order and Procedure”:
- Trudy and Kaiann Womack, our Computer Lab Specialist, reviewed the full document and analyzed each section carefully to align with the state requirements. Some new sections were added, including:
- “Council Member Expectations”
- “Election Procedures”
- Kathy Christiansen reviewed the “Parliamentary Procedures” section, and discussed each motion and how it is applied in the meetings.
- This document will be posted on our school website.
- Jasilyn Heaps made a motion to approve the document (with two minor number corrections); Alyssa Ditzel seconded the motion, and the committee voted unanimously to approve.
Discussion regarding new Logo and Branding for the 25-26 school year:
- Trudy would like to update the picture of the bulldog that is used for our school logo and brand. Sherri Anderson, our District’s Communications Specialist, told her that the Superintendent likes to have public input on these issues.
- Kaitlyn Call suggested that we choose a few of the “mock-ups” we like, then let the public vote for their favorite. Specifically, Trudy is looking for a “head only” design of a
bulldog; something “cartoon-ish” and elementary age-friendly, and that will help promote our school theme of “Safe, Kind, and Responsible.” - The school’s current colors of Navy Blue and Maroon will remain the same.
- We have an available budget of about $500 to hire a graphic designer.
Other:
- Mason Andersen informed the committee that he also serves on the District School Community Council (Kaitlyn Call served on that committee last year as well) and offered to take any issues we may have to that Council if needed.
- Kathy Christiansen gave an update on the new school buildings’ progress. The work is on schedule and crews are hoping for good weather through the middle of November to put up the side walls and roofs to enclose the buildings before winter.
- The PTO Halloween Carnival will be Wednesday, October 29th from 6:00 to 8:00 p.m. Our PTO has partnered with Sky View High School service club students who will run the games in the classrooms. Special thanks to our PTO and the Sky View students for providing this fun community event.

Reading and Approval of September Minutes:
- Jasilyn Heaps motioned to approve. Jill Larsen seconded, then the committee voted unanimously to approve the minutes.
Review Trustlands Goal/Budget:
- By the end of the 25-26 school year, 75% of our students will achieve typical or above-typical growth (pathways 3-5) on the Acadience Reading assessment from the beginning to the end of the year. (This goal measures the individual growth of students. They can be below benchmark but still show average or above average growth based on their pathway "trajectory.")
- Students at or above the benchmark on Pathways of Progress for Reading Composite for MOY:
- 3rd: 69/104 = 66%
- 4th: 81/114 = 71%
- 5th: 61/103 = 59%
- 3rd-6th: 211/321 = 66%
Review TSSA Goal/Budget:
- Goal #1: Birch Creek Elementary will work to meet our students' behavioral and emotional needs by extending our half-time counselor position to full-time.
- Goal #2: Math: By the middle of the 2025-2026 school year, as a school, the median progress towards typical growth will be 55% (or higher) at the MOY i-Ready Diagnostic Assessment.
- We met this with 55% typical growth at our MOY Assessments

Other:
- Mason reported on District SCC Meeting
- School climate report; our school’s results are comparable to the district’s. These are available for the school to review.
- Student Wellness Policy is in the process of being reviewed/changed
- Share tables? How many schools are doing this, and how successful are they?
- House Bill 0399, sponsored by Trevor Lee, was discussed regarding this, drastically changing the role of the school counselor and eliminating our ability to provide character development instruction. Contact your legislature if you are opposed to this.

Proceedings:
- Reviewed minutes from the February meeting. Kaitlyn made a motion to approve the minutes and Jill seconded. All were in favor.
- Review of School Improving Plan
- Math: Goals should be based on instructional practices and not just meeting a percentage. The Strategies and Actions section was reviewed to see target actions to improve our scores. Reflex math will be used as a tool to supplement and improve fact fluency.
- Language Arts: Goal: K-3 teachers will build on their LETRS Training. Dr Jake Downs presented a training for each grade level to provide specific strategies and practices to advance reading fluency and comprehension for targeted grade levels. Fluency practice and small group instruction will be continued to support students’ needs.
2026-2027 School LAND Trust Plan Review
- Reviewed the budget for next year.
- Current legislation is pending for education, including the limitation of technology use for K-3 grades, and the option of retaining third graders if they are not on benchmark levels. The group had a discussion about this issue and how it might affect our practices. Attendance is a big concern connected to this topic. No specifics of the bill or the impact were available to make any decisions on this issue.
- Maggie made a motion to approve the School LAND Trust Plan Review including the budget. The motion was seconded by Alyssa and unanimously approved by the council.
Regional Literacy Night Event

Kevyn Webb discussed the Regional Literacy Night event coming up on Apr 9, 2026 at Greenville Elementary. A flyer is available to print and also email to families. Registration is required to attend this event.

- Review of Safe Walking Routes for 2026-27
- Some new sidewalks are being constructed, but there are some complications in small areas due to Smithfield City regulations.
