- Copies were distributed, and a discussion was held concerning the requirements of the committee and the action items to be addressed at each monthly meeting throughout the school year.
- Elect a Chair/Co-Chair:
- Elect a Chair from the Parent Representatives:
- Maggie Perez volunteered for this position.
- Trudy Wilson made a motion to nominate Maggie Perez.
- Jill Larsen seconded the motion.
- The committee voted unanimously in favor.

- Rules of Order and Procedure (Discussion/Approval):
- The Rules of Order and Procedure were reviewed and discussed.
- Kathy Christiansen, school board member, clarified elements of Parliamentary Procedure that will be utilized.
- Title One:
- Review of Title One Plan and Free/Reduced Lunch Push
- Teachers are sending reminders to parents to apply for free/reduced lunch.
- We are under 30% and need to be at 40% to retain Title One status for next year.
- How can we encourage parents to apply?
- The eligibility/income chart is on the back of the lunch envelopes.
- Resend this chart and information to parents.
- Contact Chris Monson from Smithfield City Council to add “Birch Creek is in jeopardy of losing Title One status” on the “Three Things You Need to Know” weekly email to residents.

- Review of Birch Creek School-Parent-Student Compact
- Reviewed checklist of requirements and cross-referenced to the document to ensure inclusion of all points and requirements.
- Changes were suggested to refine the document.
- A motion was made to approve changes, seconded, then voted to approve by the committee.
- Review the Birch Creek Elementary Parent and Family Engagement Policy
- Requirements of guidelines and actual policy were examined.
- A motion to approve changes to the document to update and clarify wording was made and seconded, then voted to approve by the committee.
The meeting was adjourned after discussing all agenda items.
The October 8th Virtual Training will serve as our October meeting and the committee will reconvene on November 19, 2024.

Welcome:
- Review and Approval of September Minutes:
- Kaylene Murray read the minutes from our meeting on September 24, 2024. A motion was made by Trudy Wilson to approve the minutes; Mason Andersen seconded; and the group voted to approve the minutes.
- Instead of holding a meeting in October, Committee members were instructed to participate in a USBE training session to better understand the purpose of this committee and their responsibilities of service.
- Discussion About Title One:
- Birch Creek Elementary has lost Title One funding for the 2025-2026 school year.
- Our minimum requirement for families qualifying for Free and Reduced Lunch was 40%, and we reached 37%.
- Several action items from our September meeting were implemented, including sending multiple notices to parents, using lunch envelopes with a qualification chart printed on the back, and having Chris Monson, from Smithfield City, notify the community of the need to apply.
- We will use the funding we currently have to employ Para Professionals as Tier 2 Reading and Math aids to continue providing those instructional services to our students.
- Birch Creek will apply for Title One funds again next year.
- Safe Schools Routes:
- The current Safe Utah Walking Routes map does not reflect the recent building, development, and street changes in our school boundaries, so Trudy Wilson revised this map.
- She added stop signs, street markers, and other information to update the walking routes our students’ access.
- An updated map was distributed to the committee members.
- The committee discussed the procedures for “Parent Pick-up” after school.
- The increase in our student population has resulted in more traffic as the parents pick-up their children.
- One concern is that parents park across the street in the church parking lot and walk across the road to meet their children at the school.
- There is no pedestrian crosswalk to designate a safe crossing area, and the heavy traffic on the road and in the church parking lot (from both private vehicles and buses) creates safety concerns.
- The best immediate solution will be to post signs informing parents that they may park along the street on the South side of the school grounds, and then walk to the front of the school to meet their children.
- This will eliminate crossing the busy street, and will allow time for different solutions to be explored.

- Safe Technology Discussion:
- Trudy Wilson distributed a copy of the Cache County School District’s Internet Filtering and Management Tools policy. Birch Creek staff follow the guidelines in this document as follows:
- Mauri Bowles, our Media Center Specialist teaches “Net Safe” lessons which focus on age-appropriate Internet safety.
- Teachers use “GoGuardian” to electronically monitor students’ internet use and report any improper access or content searches to Trudy Wilson. Mrs. Wilson personally meets with students to discuss the situation and provide help as needed.
- Trudy Wilson distributed a copy of the Cache County School District’s Internet Filtering and Management Tools policy. Birch Creek staff follow the guidelines in this document as follows:
- Other Agenda Items:
- Kathy Christiansen informed the group that the district calendar for the 2025-2026 school year will be approved soon.
- It is proposed that Parent Teacher Conferences will be held at the beginning of October instead of this year’s November dates.
- Earlier conference dates are preferable to elementary teachers to provide the most current data and progress of the students to their parents/ guardians.

- The school purchased new T-shirts for all students and staff, and the shirts are being sent home this week.
- The shirts focus on “Safe, Kind, Responsible” and “The Bulldog Way” to unify our community through our school’s leadership and positive behavior program.

Maggie Perez, our council Chairperson, concluded the meeting and made a motion to adjourn.

- Minutes were reviewed, a motion to approve minutes was made, seconded, and all voted in favor.
- Review Mid-Year Data

- School Land Trust - Reading:
- As a school, by the end of the 24-25 school year, we will have 70% of our students reaching typical or above typical growth (pathways 3-5) on the Acadience Reading assessment from the beginning of year to the end of year assessment.
- (This goal measures the individual growth of students. They can be below benchmark but still show average or above average growth based on their pathway "trajectory.")
- Mid-Year Progress
- At mid-year, 69.9% of our students are on Typical + Pathways of Progress.
- Budgets
- As a school, by the end of the 24-25 school year, we will have 70% of our students reaching typical or above typical growth (pathways 3-5) on the Acadience Reading assessment from the beginning of year to the end of year assessment.
- TSSA - Math:
- Goal #1: As a school, by the middle of the 2024-2025 school year, the median progress towards typical growth will be 50% (or higher) at the MOY iReady Diagnostic Assessment.
- Goal #2: Birch Creek Elementary will work to meet our students' behavioral/emotional needs by extending our half-time counselor position to full-time.
- Goal #3: We will provide additional support at a determined high-needs grade level as a school. We were allocated 25.5 FTEs (full-time educators) for the 2023-2024 school year. Funds will support the other half of a teacher's salary, allowing us 26 FTEs.
- Goal #4: As an Elementary Principal team, we will offer Professional Development to all teachers regarding effective PLCs.
- Mid-Year Progress
- We have met this goal because 56% of our students are progressing toward Annual Typical Growth.
- Budgets
- All of the above goals have been met. Everyone is working very hard to accomplish this!

- Discussed funding changes possible for next year, based on state funding and Title One reapplication.
